This isn't about stopping credit card fraud the old way. Visa is building the identity layer for autonomous commerce, where AI agents make financial decisions on behalf of humans.

The problem is real and urgent. Right now, if your AI agent gets hijacked or acts outside its mandate, you're legally liable.
