ChangXin Memory Technologies is in early talks with Beijing authorities to finance a second 12-inch wafer plant in the Yizhuang tech district. The company is seeking around 60 million yuan (roughly $8.9 million) in initial backing from local and state-backed partners. Details on final costs and production targets remain fluid, but a facility like this typically runs over $10 billion and takes years to come online.

Capacity could more than double

CXMT already operates three 12-inch DRAM plants churning out about 100,000 wafers per month each. Expansion projects across Shanghai, Hefei, and Beijing could eventually push monthly output above 600,000 wafers. That's a significant jump. For context, Samsung, SK Hynix, and Micron control nearly 90% of the global DRAM market right now. CXMT still trails far behind, but doubling capacity would directly challenge their pricing power in standard memory products.

When does this actually matter

The real impact stays several years away. Modern fabs demand massive investment, lengthy construction cycles, and time to ramp production. Right now, strong AI spending continues lifting memory demand and keeping DRAM prices elevated. Limited capacity globally has propped up margins for the big three. But if China significantly increases supply, that cushion shrinks, especially in commoditized standard memory segments where margins are already thinner. Micron still owns technology advantages in advanced nodes. That moat won't disappear overnight. The stock reaction Monday reflected realistic caution, not panic, about a threat that remains years from materializing.
