Ethereum could hit 70 million staked coins by early 2028, pushing past 55% of total supply if current trends hold. That's the math driving a new proposal from researchers who want to flip the economics of validator rewards. EIP-8361, submitted in August 2026, would gradually burn validator payouts as staking concentration grows, eventually zeroing out consensus-layer issuance once the network reaches the 50% mark.
The mechanism is elegant in theory. Instead of capping validator entries through queue limits, the proposal lets yield itself become the brake. Right now, validators earn roughly 2.6% annual consensus rewards, and that floor stays sticky around 1.5% no matter how much ETH locks up. The authors argue this creates a perverse incentive, pulling more and more capital toward staking even when the network doesn't need it. Under their plan, permanent yield would compress to 1.2%, with the burn function taking an ever-larger chunk as total stake climbs.
How the Burn Mechanism Would Actually Work
Each epoch, the protocol calculates the standard validator reward. Then it deducts a percentage and burns it. That deduction grows as active stake rises. By the time the network hits 60.25 million staked ETH, roughly half the supply, the deduction reaches 100%. A validator performing flawlessly would pocket zero consensus rewards at saturation. But here's the catch, validators still capture transaction priority fees and maximal extractable value. The income doesn't vanish, it just shifts from guaranteed issuance to market-driven MEV.
The queue has been running at maximum capacity since Ethereum crossed the one-third stake ratio in April 2026. About 1.75 million ETH enters staking each month. If that velocity continues, the network would overshoot 55% of supply within two years. The authors worry a delayed fix would force disruptive validator exits later, so they're pushing for implementation sooner rather than navigating a messy unwind.
The Community Pushback on Timing
Immediate adoption would crater validator gains. Current stakers would see their rewards slashed hard and fast, which explains why the proposal remains contentious in community forums. The researchers haven't locked in a transition timeline yet. They're still working through the political math of how to phase the burn in without triggering a mass exodus of validators or, worse, a fork.
The core insight is sound: letting yield floor itself rather than forcing it through queue mechanics aligns incentives better. Market risk would then influence staking ratios instead of artificial rewards. That 50% threshold becomes a ceiling on issuance, not a goal to chase. But getting there requires consensus on speed and fairness, and that's where EIP-8361 sits now, unresolved and under debate.
