ARK Invest moved fast on Aug. 3. Cathie Wood's firm plowed $9.4 million into Coinbase and Circle shares as the Senate weighed its next steps on crypto regulation through the CLARITY Act. The timing caught attention. Coinbase alone soaked up $8.02 million across three separate ARK funds, with Circle taking the remaining $1.39 million.

The Coinbase leg broke down cleanly across ARK's portfolio. ARK Innovation ETF grabbed 38,761 shares for $5.68 million at Aug. 3's closing price of $146.50. Next Generation Internet ETF added 11,133 shares worth $1.63 million. Fintech Innovation ETF rounded it out with 4,882 shares at roughly $715,000. Combined: 54,776 shares that signaled fresh confidence in one of the few publicly traded U.S. crypto exchanges.

Coinbase stock ticked up just 0.16% that day, barely reacting to the inflow. The broader crypto market stayed sluggish, but ARK's move suggested the firm saw value regardless. Senate leaders had already listed the CLARITY Act as a priority, though no floor vote was locked in yet.

Circle purchase caps the bet

Circle Internet Group, the stablecoin issuer, received 23,070 shares split between ARK Innovation ETF and Next Generation Internet ETF. The Innovation fund bought 17,910 shares at $1.08 million. Next Gen Internet picked up 5,160 shares for $311,000. Circle's stock fell 3.61% the same day despite the backing, stuck in a consolidation phase after months of decline from levels above $130.

The stock bounced 3.66% on Aug. 4, climbing to $62.56, but remained underwater relative to its 20-day moving average. Both Coinbase and Circle faced headwinds. Coinbase showed bearish momentum with resistance clogging the path near $157, while Circle lingered well below longer-term support levels. ARK's willingness to add exposure anyway suggested the firm was betting on a regulatory shift. The CLARITY Act, if it gained traction, could reshape how U.S. institutions and platforms handle digital assets.
