Canadian asset manager 3iQ just landed a major contract. It will oversee Bhutan's 10,000-Bitcoin reserve earmarked for Gelephu Mindfulness City, the nation's ambitious push into crypto-fueled economic development.

3iQ, Canada's oldest digital asset fund manager, signed on to do more than just custodian duty. The firm commits to hiring local staff, transferring knowledge, and setting up permanent operations in Gelephu. That signals serious intent beyond a one-off transaction. The region itself is being built as Bhutan's offshore digital finance hub, a deliberate pivot away from the country's traditional reliance on hydropower and tourism.

Bhutan's Bitcoin story started quietly back in 2019 when it began mining the asset. By 2024, the government went public about holding a substantial reserve. Earlier this year it broadened the bet, announcing plans to hold other cryptocurrencies too. The Gelephu project, first floated in 2023, ties all that together into a single economic vision.

This mirrors what El Salvador attempted with Bitcoin City, its tax-free hub designed to lure nomadic wealth and tech talent. That scheme relied on Bitcoin-backed bonds to fund construction. Bhutan's taking a different route, leveraging existing holdings and institutional expertise to build legitimacy from day one.

Pascal St-Jean, 3iQ's CEO, framed it as alignment with Gelephu's core principles around sustainability and cultural preservation. Jigdrel Singay, the city's board director, emphasized what sealed the deal: 3iQ's track record plus genuine commitment to capability-building rather than just extracting value.
