Putin signed Russia's first full digital currency law on Tuesday. The move ends years of legal uncertainty and creates a licensed market structure for exchanges, brokers, and mining operations.

Only registered firms can operate crypto exchanges starting July 1, 2027, though they get a grace period until then. The minimum capital requirement sits at 15 million rubles, about $187,000. Russia's definition of exchange activity kicks in once a firm executes more than two buy or sell transactions monthly that total over 3.5 million rubles, roughly $43,700, outside organized trading.

Retail investors hit a hard ceiling. Non-qualified buyers can purchase only the most liquid cryptocurrencies through intermediaries, capped at 300,000 rubles per year, around $3,700 annually per broker. Qualified investors face no limits. Both tiers must pass suitability tests, and traders can gain qualified status partly through their transaction history.

The law preserves Russia's existing ban on using crypto for payments and extends it to advertising. There's one major exception: settlements under foreign trade contracts between residents and non-residents stay allowed. Sanctioned Russian companies now have an alternative channel for cross-border payments when traditional banking closes doors.

Banks become enforcement points. If a credit institution suspects a transfer involves an unlicensed exchange provider, it must block the funds. The law also guarantees judicial protection for digital currency holders regardless of whether their assets were previously declared, a carrot likely designed to pull undeclared holdings into the formal system.

Core provisions take effect September 1, the same day Russia begins rolling out its digital ruble. Restrictions on money transfers and rules for non-resident digital depositories follow on July 1, 2027.
