The European Union is advancing a bold plan, allocating €10 billion to build seven AI gigafactories across the continent. This move aims to strengthen Europe's AI infrastructure and compete with the dominance of US and Chinese tech giants. The strategy involves a mix of four smaller AI hubs and three larger gigafactories, each designed to handle massive AI workloads and accelerate innovation.

Originally, the project emerged from two separate initiatives. The EuroHPC Joint Undertaking had set aside €10 billion for 'AI Factories' specialized high-performance computing centers optimized for AI tasks. By 2026, seven such facilities, each deploying up to 25,000 H100-equivalent chips, are expected to be operational. Later, the InvestAI plan introduced a goal to mobilize €20 billion in combined public and private funds for up to five larger gigafactories. These efforts merged into the current framework, where public subsidies cover roughly €100 million for smaller centers and €200 million for the larger ones, with the remainder sourced from private investors and member states.

Europe’s Challenge to Catch Up

Europe currently lags behind leading AI players like OpenAI and Anthropic. Its most notable AI lab, the French startup Mistral, operates on a fraction of their scale despite raising billions. Private sector enthusiasm has been cautious. For example, the French consortium AION proposed a $10 billion bid to anchor the program, but delays and shifting timelines have cooled momentum. Construction and bidding processes have stretched into 2026 and beyond, raising concerns about the initiative’s pace.

For investors, the key detail is that the €10 billion is not a single consolidated fund but spread across various programs and budget cycles, each with its own approval hurdles. The outcome will depend heavily on political negotiations and the EU’s next budget cycle, starting around 2028, which could shape the future of this ambitious tech push.
