"We are committed to managing Bhutan’s Bitcoin reserves responsibly and transparently over the long haul," said Pascal St-Jean, CEO of 3iQ, following the company’s recent appointment to handle part of Gelephu Mindfulness City’s Bitcoin treasury. The announced partnership focuses on converting digital assets into sustainable development opportunities in the special administrative region of Bhutan.
Bhutan pledged as many as 10,000 BTC back in December 2025 to fuel Gelephu’s economic growth and job creation plans. This Bitcoin reserve stems from an innovative approach where surplus hydroelectric power was converted into cryptocurrency, aiming to build resilience beyond traditional fiscal tools. While the exact amount assigned to 3iQ remains undisclosed, the firm’s role extends beyond asset management; it involves establishing a local presence and nurturing Bhutanese investment talent. The objective is clear: transform digital wealth into practical skills, stable financial infrastructure, and a long-term growth engine for the region.
The announcement did not reveal specific details like management fees, custody arrangements, or investment strategies, leaving questions about risk exposure and yield expectations open for now. However, Gelephu Mindfulness City board director Jigdrel Singay hailed 3iQ as a cornerstone institutional partner in building the city’s nascent fund ecosystem. Interestingly, this deal also ties Gelephu to Coincheck Group, a Nasdaq-listed company that now controls nearly all of 3iQ’s shares, with St-Jean acting as CEO for both entities. This cross-connection hints at broader ambitions for scaling crypto asset operations and knowledge transfer within the Himalayan region.
Bhutan’s pledge to deploy Bitcoin as a development tool, rather than speculative holding, puts it among a handful of nations experimenting with digital asset-backed economic policies. The mandate signals a new phase where Bitcoin treasuries evolve from passive reserves to dynamic funding vehicles. As global markets adjust to this emerging paradigm, Bhutan’s move exemplifies how crypto can intersect with national planning and local empowerment.
